Clock didn't stop

MFN-1 week 11 game between Dallas and New York.

Clock didn't stop when receiver stepped out of bounds, is this an issue, or does the clock only stop if your within the 2 minute warning?

Actually I think its in the last 5 minutes of game but either way it wouldnt have stopped on that play
